
On July 7, the Municipal Big Data Bureau convened the semi-annual work conference for the city’s big data system. Participants earnestly studied and understood the spirit of President Xi Jinping’s speech at the 26th meeting of the Central Commission for Comprehensively Deepening Reform, thoroughly learned and implemented the spirits of the 15th Provincial Congress of the CPC and the Second Plenary (Enlarged) Session of the 14th Municipal Party Committee, and actively carried forward the requirements of the Provincial Digital Reform Promotion Conference and the semi-annual work conference of the Provincial Big Data Bureau. The meeting comprehensively reviewed work achievements in the first half of the year, analyzed existing problems, and planned work for the next stage. Dai Yun, Director of the Municipal Big Data Bureau, attended the meeting and delivered a speech. The conference was presided over by Deputy Director Du Yonghua.

All participants first visited the exhibition hall of Zhejiang DTCT Data Technology Co., Ltd., and received an introduction to the enterprise’s development.

After the tour, persons in charge of big data work from districts, counties and county-level city big data bureaus (centers) and development zone administrative committees exchanged speeches on the construction of the integrated intelligent public data platform since the start of this year, examined shortcomings and put forward plans for the next step.

At the meeting, Dai Yun conveyed and facilitated the study of the spirits of the 15th Provincial Congress of the CPC and the Second Plenary (Enlarged) Session of the 14th Municipal Party Committee. He pointed out that studying and implementing the spirits of the provincial and municipal conferences should be taken as the primary political task at present and in the period ahead. It is necessary to deeply grasp the essence of the spirits, fully carry out learning and implementation, set an example through responsibility-taking, and strive to contribute big data strength to the pursuit of 'two priorities' and the construction of a modern coastal metropolis.
Dai Yun fully recognized six major work achievements of the city’s big data system over the first half of the year. First, strengthen the construction of the brain platform and push forward provincial pilot projects; second, boost high-quality data supply and advance the market-oriented allocation reform of data elements; third, improve the Ningbo channel of 'Zheli Ban' and the Ningbo workspace of 'Zhezheng Ding', and make government services easier and more accessible; fourth, accelerate system iteration and upgrading to support the rollout of major applications; fifth, focus on co-construction and sharing to advance the development of infrastructure systems; sixth, restructure mechanisms and foster landmark achievements.
While acknowledging the progress, Dai Yun analyzed current deficiencies based on practical work and adopted a problem-oriented approach, and fully arranged work for the next phase. He stressed that it is vital to thoroughly understand the spirits of the 26th meeting of the Central Commission for Comprehensively Deepening Reform, the Provincial Digital Reform Promotion Conference and the semi-annual work conference of the Provincial Big Data Bureau, and ensure implementation to strive for better rankings and greater breakthroughs and better results in all work. He put forward three requirements: First, benchmark against standards to improve platform performance assessment rankings. Conduct comprehensive benchmarking, identify and remedy gaps, strengthen communication, fully understand assessment requirements, promote integrated convergence and achieve overall improvement. second, make breakthroughs via reform to pilot demonstration of key and highlight projects. Plan and deliver solid initiatives, actively secure higher-level pilot tasks, concentrate efforts on reform breakthroughs of key work, focus on practical outcomes, and form more typical Ningbo experience. third, build a strong workforce and enhance competency of talent teams. Boost learning to improve professional competence, persist in reform and innovation, dare to tackle tough challenges, maintain both close and clean relations, and uphold the bottom line of integrity.


Leading officials of the Bureau, persons in charge of all departments and public institutions under the Bureau, principal persons in charge of big data bureaus (centers) of all districts, counties and county-level cities, big data work heads of development zone administrative committees, as well as persons in charge of Ningbo Big Data Development Association, Ningbo Digital Investment Company and Digital Ningbo Technology Company attended the meeting.
