Summary

On May 30, Peng Jiaxue, Member of the Standing Committee of Zhejiang Provincial Party Committee and Secretary of Ningbo Municipal Party Committee, visited DTCT to investigate the construction of the National-level Internet Backbone Direct Connection Point. He emphasized that we should thoroughly study and implement the spirit of General Secretary Xi Jinping’s important speech during his inspection tour in Zhejiang, earnestly implement the decisions and arrangements of the Central Government and Zhejiang Provincial Party Committee, seize the opportunity brought by the launch of the National-level Internet Backbone Direct Connection Point, deepen digital and intelligent empowerment, strengthen manufacturing advantages, accelerate the comprehensive urban transformation toward digital intelligence, new energy and internationalization, build an intelligent connected test zone with high standards, and make greater contributions to building a digital China, a cyber power and a manufacturing power.

At China Mobile Ningbo Branch, Peng Jiaxue listened to the report on the overall construction and operation of the Ningbo National-level Internet Backbone Direct Connection Point, inspected the China Mobile Ningbo Digital Intelligence Future Exhibition Hall, and learned about network operation, interconnection and network performance improvement on China Mobile’s side of the Direct Connection Point.

Peng Jiaxue visited DTCT and learned about the enterprise’s 'Two Hardware + Two Platforms + Five Services' product system, as well as its progress in independent technological innovation, standard formulation and product marketing. Based on two hardware products, namely modular micro data room all-in-one machines and modular data centers, DTCT takes the big data operation & maintenance management platform and digital twin platform as bridges, and is driven by integrated services, operation & maintenance services, computing power leasing services, information technology innovation adaptation services and cybersecurity services. Committed to green and low-carbon development, DTCT boosts the development of digital economy and new quality productive forces.

'It is very inspiring. More application scenarios should be provided to allow such high-quality private enterprises to grow together with the city!' Peng Jiaxue stressed that enterprises like DTCT, which provide underlying infrastructure support for the National-level Internet Backbone Direct Connection Point, should be encouraged. Their products should be further applied in energy, education, public security, medical care, telecom operators, transportation and other industries. In the process of enterprise digital transformation, special attention should be paid to the construction of standards, rules and institutional systems to explore integrated complete solutions.

Peng Jiaxue emphasized that data is a key production factor and network serves as the basic governance foundation, which bears on the core competitiveness of the city in the future.

We must focus on key priorities. Centering on Ningbo’s strengths of 'manufacturing + port', we should strengthen infrastructure, enrich application scenarios, improve governance systems, further refine standards and rules for the confirmation, trading, circulation and allocation of data elements, raise the quality and efficiency of market-based allocation of data elements, truly make data 'active, mobile and usable', and further polish Ningbo’s golden business environment brand.

We must strengthen digital and intelligent empowerment. We will vigorously develop new industries such as artificial intelligence, cloud computing and digital twins, actively explore new tracks including low-altitude economy and metaverse, guide enterprises to accelerate intelligent renovation, digital transformation and network connectivity, foster more benchmark enterprises for intelligent and new-energy transformation, and strive to build a modern industrial system featuring 'green, high-end, large-scale and high-quality development'.

We must enhance close coordination. We will strengthen overall planning across the region, government-enterprise collaboration and coordination between upper and lower levels to pool strong synergy for co-governance, and translate digital opportunities brought by high-speed direct interconnection into development advantages.

Xi Ming, Member of the Standing Committee and Secretary-General of Ningbo Municipal Party Committee, Xu Yan, Member of the Standing Committee and Vice Mayor of Ningbo, Li Guanding, Vice Mayor of Ningbo and other officials took part in the investigation.
